The State We’re In: Why does Pennsylvania have so many governments?

Pennsylvania has 67 counties, 959 boroughs, 1546 townships and 56 cities.

Many of those governments were formed with geography in mind. Bodies of water, mountains and roads often determined where a borough, township or city would be located.

Local governments also have different responsibilities and restrictions, depending on their type.
